Obviously, if there is no pressure release valve on the hot water heater, this would make it much more likely that the water is coming from the bottom of the heater.
Heaters can burst and release a lot of water quickly, and this can be expected if high temperature and pressure are the cause of the heater failure. Normally, this type of failure does start with a small (warning) leak.
